In order to reach our aim on a European level, we have already invested a lot of work - in particular for contacts with animal welfare organizations and the media. In addition, the establishment of a European-wide network requires traveling into the "problem countries". On account of the information thus gained, our lawyers have now written to the European committee and have sent evidence about the legal offenses.
Among others, the supervision of the keeping of European contracts and therefore also of the contract of Lisbon belongs to the tasks of this institution:The contract of Lisbon recognizes efforts towards the well-being of animals, because these are feeling beings.
This binding contract between 27 member states under international law of the EU came into force on December 1, 2009.
Those member states, in which stray animals are brutally tormented and killed in spite of opposing national statutory regulations, are therefore clearly violating the contract of Lisbon binding under international law. In our view, the committee can and should strictly intervene against this violation of the binding contract.
In addition, we have informed the responsible committee of the European Parliament about this legal offense, so that it deals with this matter and brings about initiatives to change the untenable situation of the stray animals throughout Europe. Furthermore, our intention is to submit a petition to the responsible committee of the European Parliament to draw their attention to the grievances still existing in the respective member states and to denounce the terrible details of the legal offenses in the general public. With this action we want to ask the European Parliament to start legal-initiatives in the form of uniform European regulations. These new and binding laws should guarantee an effective implementation of animal welfare that is working in practice for the first time in the history of the EU.
